Take politics out of the Sheriffs Office: Unlike my opponents who are career politicians linked to political insiders, I believe that politics is the roots of wasteful spending. If we stop the politics at the Sheriff’s office we’ll stop the spending at the Sheriffs office. I also believe that politics results in a deterioration of employee moral due to politically created needless jobs and politically motivated needless promotions and hiring practices. Students put too much time studying and parents spend thousands of dollars putting their kids through college just to have them run into a political fire wall when they endeavor to procure a job in criminal justice.
If elected, I will:
alan_garcia010048.jpg
Carefully scrutinize every job in an effort to determine whether they are efficient, effective and economically sound. Each job must serve the best interest of the correctional facility not the best interest of the political machine. Jobs that were politically created will be eliminated.
Employees will be hired based upon their score on an entrance exam administrated by an independent company, education, experience and favorable background.
A carefully implemented Employee Evaluation System (EES) will be used to determine an employees work performance. The results of the (EES) will be used in determining promotions and job assignments.
Promotions will be based upon a promotional exam, (EES) results, and oral interview.
Each and every dollar will be spent wisely in an effort to reduce the tax burden on hard working tax payers. If elected I will:
Fiscal responsibility:
Streamline the command staff in an effort to meet the security needs of the correction facility. The money saved will be redistributed to the line officers in an effort to achieve salary parity and increase officer to inmate ratio.
Unlike my opponents, I will seek a 25% reduction in the Sheriffs pay in an effort to reduce the disparity between the Sheriff’s pay and the pay of the line level correctional officers.
Unlike my opponents, I will not seek or accept a retirement from the Sheriff’s office, nor will I allow for the enhancement of my retirement.
I will explore ways in which to save tax payers money through the procurement of grants and inmate generated fees. The burden of paying fees must be placed squarely on the shoulders of the criminal offender, not the parents, grandparents, spouses or girlfriends. A sliding scale should be imposed in an effort to generate adequate funding for the administration and collection of inmate fees.
Unlike my opponents, I have over 30 years in law enforcement. I will use my education and experience as a Military Police Officer, State Police Sergeant, and Correctional Officer in an effort to create innovative ways to reduce citizens vulnerability to repeat offenders. I will network and collaborate with law enforcement agencies and personnel with whom I’ve developed professional relationships with during my tenure in law enforcement as we strive to keep our communities safe. I believe the local and State Police department must take a lead role in these endeavors. The Sheriff’s Office must not duplicate the efforts of local and State Police but help to augment their crime fighting strategies only when called upon. If elected I will:
Public Safety:
Enhance the communication and sharing of criminal intelligence with local and State Police.
Enhance and reestablish a positive professional working relationship with local, state and federal law enforcement agencies.
Prevent the duplication of police efforts that cost tax payers thousands of dollars.
Hire the most qualified personnel based on their education, experience, and dedication to public service. I believe personnel should be hired based upon the contents of their character not the contents of their wallet.
Reduce recidivism:
Unlike my opponents, I have a background of experience and education in mental health. I have a masters degree in social work and have been trained as a therapist. I believe that I am the candidate most qualified and prepared to evaluate and approve treatment plans and reentry programs that are both effective and efficient in the transition of inmates back into our communities. Programs must be proactive, not politically attractive. I will use my mental health experience and education in an effort to implement effective and efficient well proven reentry programs. Those inmates who are sincere in their desire to return to their community as a productive law abiding citizen will be shown the road to a better life, but they must be responsible for walking it themselves. I will:
Provide inmates with the opportunity to obtain vocational skills and education at their expense.
Educate inmates on interpersonal and social skills necessary for the creation of positive and healthy relationships once they leave the correctional facility.
Make available to inmates sound well established and proven substance abuse programs administered and facilitated by highly trained and qualified mental health professionals at low cost.
Assist and encourage inmates in establishing a positive family support system conducive to preventing drug, alcohol and violence.
